Government

    The University’s government and management activities are carried out by all members of the University community, by means of:
     
    :: The University Assembly
    :: The Board of Directors
    :: The President and the Vice President
    :: The Departmental Councils
    :: The Departmental Chairs and Vice Chairs
    :: The Heads of Degree and Diploma Courses of Study

    The University Assembly
     
    The University Assembly is the highest government body of the University.
     
    It includes:
     
    a. The Board of Directors members
    b. The Departmental Councils members
    c.  Three representatives elected by the Administration and Services Staff
    The Vice President, the Departmental Vice Presidents and the Social Community Council Representative have voice but no vote.
     
      Some of the University Assembly’s powers are the following:
     
    :: To enact its internal regulations
    :: To accept or deny the need for total or partial reform of the University’s By-Laws
    :: To reform the By-Laws
    :: To appoint the President and Vice President, and to make decisions about their resignations
    :: To formulate objectives, to establish the University’s policies and to evaluate their fulfillment
     
    The Board of Directors
     
      The Board of Directors includes:
     
    a. The President
    b. The Vice President, with voice but no vote
    c. The Departmental Chairs
    d. Ten advisers elected by the Teachers Council
    e. Five advisers elected by the Students Council
    f. Three advisers elected by the Administration and Services Staff
    g. One adviser elected by the Graduates Council
    h. One adviser elected by the community Social Council, with voice but no vote
     
    Some of the Board of Directors powers are the following:
     
    :: To exercise the University’s higher jurisdiction and, by means of resources, to act as the controller for the lawfulness and appropriateness of the President, the Departmental Councils and of the rest of the University bodies’ decisions.
    :: To enact its internal regulations.
    :: To create, cancel or abolish University bodies, graduate and postgraduate courses of study and, if asked by the President, to approve the University’s functional and organic structure.
    :: To enact the general regulations required by graduate and postgraduate systems, to plan the University’s activities, and to guide the teaching and research activities.
    :: To prepare the annual academic calendar, the educational proposals and the admission requirements for each academic year.
    :: To approve the educational programs and the scope of the different diplomas and degrees granted by the University.
    :: To determine the working and payment systems for the University staff, in accordance with the federal law in force; to plan and pass the teaching, administration and service courses of study; and to plan the performance evaluation systems for each of them.
    :: To regulate and set priorities for the scientific and technological research carried out at the University.
    :: To regulate each of the Schools in order to manage the University’s wealth and have it at its disposal.
    :: To pass the annual budget and to periodically control the budget management.
    :: To regulate the academic trials and to act as the University Court in charge of substantiating them.
     
    President and Vice President
     
    The President and the Vice President are appointed to four-year positions, and they can only be reelected once, or succeed one another only for one consecutive term. In case of reelection, they cannot be appointed to either of these positions but with a one-term interval.
     
      The President:
     
    :: Acts as the University representative
    :: Chairs the University Assembly and the Board of Directors meetings
    :: Carries out the University Assembly and the Board of Directors resolutions
    :: Calls the University Assembly and the Board of Directors to ordinary and extraordinary meetings
    :: Runs the University administration, and establishes, modifies and enforces the penalties on the University staff, in accordance with the By-Laws provisions
    :: Organizes the University Offices and appoints Office Heads
    :: Signs academic degrees, diplomas, distinctions and honor distinctions
    :: Requests relevant reports from the University authorities, and gives the necessary instructions for the good government and administration of the University
    :: Enters into different types of agreements to be considered by the Board of Directors
    :: Disburses the University budget
    :: Receives institutional funds through the Treasurer’s Office and, following the Board of Directors resolution, assigns the corresponding amounts, bound to be accountable to the University Assembly
    :: Enforces the University Court resolutions
    :: Following the Board of Directors resolution, writes the annual report to be submitted for consideration to the University Assembly
    :: Announces the examination sessions to fill teaching positions
     
      The Vice President:
      The Vice President substitutes for the President in case of absence or temporary impediment.
     
    The Departmental Councils
     
      The Departmental Councils include:
     
    a. The Departmental Chair
    b. The Departmental Vice Chair, with voice but no vote
    c. Nine Teachers Council representatives
    d. Five student representatives of the diploma or degree courses of study given at the Department
    e. One graduate student representative of the courses of study given at the Department
     
      Some of the Departmental Councils powers are the following:
     
    :: To enact their internal regulations
    :: To make decisions, first of all, about litigious matters regarding the teachers’ rights and obligations. It is also in their powers to warn students about the non-fulfillment of their duties and to suggest suspensions or expulsions to the Board of Directors
    :: To approve the annual academic activities plan and to submit it and make it known to the Board of Directors. They are also in charge of carrying it out
    :: To suggest to the Board of Directors the programs for the courses of study, the respective diplomas and academic degrees, within their competence area
    :: To submit to the Board of Directors a proposal about staff teachers, a plan for examination sessions and the hired payroll in order to provide temporary teachers
    :: To approve and oversee the subjects curricula, which are developed by the Departments
    :: To create an examiners team to act as jury and committee, and to submit it to the Board of Directors
    :: To empower the Departmental Chair to enter into academic internship agreements and into any other department-specific cooperation agreement that does not entail a budget charge
     
      The Departmental Chairs and Vice Chairs
     
      The Departmental Chairs and Vice Chairs are elected by the respective Departmental Councils. They are appointed to their positions for four years. They can only be reelected once, or succeed one another only for 
    one consecutive term. In case of reelection, they cannot be appointed to either of these positions but with a one-term interval.
     
      The Departmental Chair:
     
    :: Acts as the Department representative
    :: Chairs the Departmental Council meetings, and calls it to ordinary and extraordinary meetings
    :: Administers the assigned funds and must account for them in writing
    :: Makes the necessary decisions, within his competence area, in order to carry out the measures enacted by higher bodies
    :: Exercises his disciplinary powers, in accordance with the Board of Directors regulations
    :: Submits to the Departmental Council an annual report on the Department’s performance and a report on its needs
    :: Advises the President on subjects revalidation issues and on subjects approved for credits within his competence area
     
      The Departmental Vice Chair:
      The Departmental Vice Chair substitutes for the Chair in case of absence 
    or temporary impediment.
     
    The Heads of Courses of Study
     
      The Heads of Degree and Diploma Courses of Study are elected by the Departmental Council.
     
    The Course of Study Head:
     
    :: Acts as the course of study representative
    :: Submits to the Departmental Chair an annual proposal about the curricula and about the corresponding teachers’ needs
    :: Controls the appropriate development of the program for the course of study of his responsibility
    :: Exercises his disciplinary powers within the course of study, in accordance with the Board of Directors regulations
    :: Makes the necessary decisions, within his competence area, in order to carry out the resolutions passed by higher bodies
